A decision on two major planning applications for Newent will be made by Forest of Dean District Council on Tuesday.
Forest of Dean Housing has applied for permission for 14 homes, vehicular access and car park at Bradford's Court, off Bradford's Lane.
The association had a planning application for 13 homes on the site rejected by the council in 2004 and then lost an appeal against the decision.
Since then, it has looked at the access situation again and proposes a link to Bradford's Close, giving access via Glebe Road and Glebe Close to the Ross Road.
Under the plan, two existing temporary houses and a permanent dwelling would be demolished.
District council planning officers are recommending consent, subject to the approval of the county surveyor.
Councillors will also consider an application from Millstrand Developments Ltd for five link-detached homes at the top end of Bury Bar.
Newent Town Council is recommending refusal, because it is concerned about extra traffic on Bury Bar and the hazard to pedestrians.
The road has no pavement for part of its length.
Council planning officers are also recommending refusal.
