Group Parish Council -- The November meeting was very busy with nine councillors present, one approved absence of councillor, two members of the public. District Councillor Graham Morgan was also in attendance. The minutes of the meeting of the October 10 having been circulated were approved and seconded. The only matters arising from the last minutes were one regarding the nomination for the vacancy position of Trustee for the John Smith Charity, which Mr T Capon kindly offered to fill, the other was relating to footpaths for which the clerk had received literature on grants available and was asked to invite Miss T Wildermoth to the next meeting. Various items of correspondence were marked for distribution. The clerk had received a letter of thanks from West Mercia Constabulary (Chief Superintendent Guy Rutter) thanking the council for the courtesy extended to him, and his colleagues on their recent visit. A receipt was received for the £200 paid to the Lifelong Learning Unit. A range of documents were received from Hereford Council under Policy and Community - namely the September Planning Bulletin, Golden Valley Liaison Group Meeting, Community Safety Partnership, update Schedule of Meetings. Under the Environment section from Hereford Council details were received relating to the Herefordshire Contaminated Land Inspection, and the Decriminalisation of Parking. There were several planning issues to be dealt with: a new 16.4 metre antenna at BT Madley Communications - no objections; erection of farm building at Kingstone Grange - no objections; Masons Arms entire property to residential only - approved by HDC; car park Cooks Lane - refused by HDC due to access problems; Bridge Court Farm - 2 applications - approved by HDC. The latest bank statements for current and deposit accounts were confirmed. Under Parish Matters a lengthy discussion took place relating to the Precept for 2002 -2003 due the proposed commitment to Kingstone Sports Association and the next Village project. A proposition was finally agreed for the precept to be fixed at £8,000 for the next financial year. Councillor Graham Morgan gave an extensive report on various matters, in particular the recent flooding at Severn Site and the speed reduction plans for the village and in particular the school. Senior personnel from HDC were being requested to attend an on-site inspection, in order to appreciate the extent of the various problems within the village
