Lighting contractors Pirelli have begun replacing 20 new streetlights on The Homend, between Bye Street and Belle Orchard junction.
Herefordshire Council approved the work in order to replace obsolete lights with those that meet British Standards requirements.
Coun Peter Harling, Herefordshire Council chairman and Ledbury councillor, said the plan was to complete the work by the end of March.
Several Ledbury residents, including Len Huff, chairman of the Ledbury Independent Traders Association, have complained that the The Homend is too dark at present.
