FACTS surrounding the death of heroin addict Rachel Whitear will be investigated by Head of Wiltshire CID, Detective Chief Superintendent Paul Howlett.
The appointment was agreed by the Police Complaints Authority, supervising the investigation, after Devon and Cornwall Police voluntarily referred the case.
The reopening of the investigation follows a formal complaint from parents of the dead girl, Pauline and Mick Holcroft from Ledbury, who are worried about various aspects of the investigation.
DCS Howlett said: "My terms of reference centre upon investigating the circumstances of Rachel's death and then reporting my findings to the Police Complaints Authority. I ask that anyone who has any information about either Rachel or her death that might assist me in this task to contact me on 01380 734150."
Rachel Whitear's death in a flat in Exmouth, Devon hit the headlines last year when the story and pictures were published by The Hereford Times.
