Ledbury in Bloom chairman Tom Deane has warned vandalism could undermine the campaign.
He spoke out after damage was caused to a bench in the Tom Deane Millennium Garden, at the entrance to Bye Street car park.
Mr Deane said hanging baskets will appear in two weeks time and summer bedding plants put in.
"Many local people have helped with the preparations. There is, however, a real worry that all this goodwill could be undermined by thoughtless acts of vandalism," he said, adding that the campaign was working with the police.
