Ledbury experienced just four nights of frosty weather in November, with the majority of the month being unseasonably warm.
Albert Road weatherwatcher Norman Selkirk said total rainfall for the year to the end of November was 423.4mm, well below normal.
"The top temperature was 16.8C on November 5," said Mr Selkirk. "The thermometer fell below freezing on just four nights, especially from November 23 onwards, with a little frost interspersed with the unsettled weather.
"The lowest reading was minus 2.2C on the morning of the 24th."
Mr Selkirk said December would have to be exceptionally wet to prevent this year being one of the driest on record.
