A Ledbury businessman is asking for something to be done about the pot-holed road to his premises, alongside Ledbury Youth Centre, off Bye Street.
Tim Clarke, of the property group Clarke Roxburgh, said the state of the road does not affect him personally, because he has a four-wheeled drive car.
But he added: "Someone is going to fall over there and really hurt themselves. Some of the potholes are four and five inches deep."
Mr Clarke has complained about the road to Ledbury Town Council. But town clerk June McQuaid said it was an unadopted road that did not belong to the town council.
Herefordshire Council has also denied ownership
Mrs McQuaid added: "I've been trying for years to get someone to take responsibility for it. Herefordshire Council won't."
The road is an access point to the Recreation Ground, which Ledbury Town Council does own. But Mrs McQuaid said: "We share access, like the rest of the users."
