BREINTON PARISH COUNCIL – The main points and decisions taken at the meeting held on October 1, 2008 are as follows: Talk by Herefordshire Council’s anti-social behaviour unit manager – Mr Bobin had been invited by the parish council to talk to members and parishioners about his work, particularly in relation to dog fouling and fly tipping. He will be consulting with parishes in the near future about dog control orders and is hoping to appoint staff with extra powers of prosecution which, together with other measures of surveillance, should start to reduce the number of these incidents.

PARISH FREIGHTER AND WASTE COLLECTION – One of the main concerns for Breinton parishioners is the lack of any recycling or rubbish disposal facilities in the area. For some time the parish council has been negotiating with landowners to site the parish freighter. This facility, provided by Herefordshire Council and paid for by the parish council, would take any normal household waste, including electrical goods, and be parked for a pre-announced two hours on a particular day at a particular site and would then depart. As now neither the village hall committee nor the parochial church council feel able to allow the parish freighter to be sited on land which they manage, it was decided to ask Wyevale nurseries if it would host it. Having been informed that ‘the kerbside’ collection of recycling will continue in Hereford, it will be pointed out that once this facility is extended to Breinton, for many parishioners this is not appropriate and that doorstep collection should still be the norm.

FIREWORK PARTY – The parish firework party has been arranged for 6pm on Friday, November 7, at the village hall. However, because no bonfire can be made there, negotiations are on-going with the owner of Manor Farm. What is certain at the moment is that there will be a firework party, that Mr Richard Newcomb has kindly agreed to supply and organise the hot food.Mrs Pat Churchward will be donating a barrel of Hobsons and supplying a barbecue, and that Prebendary Rob North will supply a further barbecue, and, hopefully with help from the usual parishioners, will organise the fireworks themselves which will be paid for by the parish council. There is rumour of an anonymous donor, so if extra money is forthcoming, it should be an even more exciting and enjoyable evening JOBS FOR LENGTHSMAN – To install two kissing gates on land owned by farmer Mr Michael Griffiths. The money for this will come from the precept and not from the lengthsman grant.

REMEMBRANCE DAY POPPY WREATH – It was decided to lay a wreath once again on Remembrance Sunday. The cost will be £30 which will represent a donation of £7.50 on top of the cost price.

PLANNING – Dismay was expressed about the lack of progress on the removal of the rubble on the Banbh Farm site and about the continuation of the construction of the barns on the Warham Court Farm site without an agreed drainage plan contrary to the conditions of the planning consent. The clerk will be writing to the appropriate officers about these concerns.

The clerk and Mrs Morawiecka will be attending the planning appeal for the land known as Hala Carr where 23 houses are proposed. They will cite the council’s original reasons for objecting to this proposal: that it is against the UDP and that the infrastructure in the area could not cope.
