The court heard the 35-year-old had been caught driving a Ford Ka on the A438 in Hereford on December 30 while in a position that he could not have had proper control of the vehicle by using a mobile phone.
Matei, of Belmont Road, Hereford, was fined £220 and received six penalty points. He must also pay costs of £90 and a £34 victim surcharge.
