HISTORIC Dutch towns, with areas flattened by enemy bombing, needed wholesale post-war reconstruction, providing the opportunity for entirely new road-systems. Does your correspondent, Eligius Rebbeck, wish Hereford had suffered the same fate?

Tragic as any fatality always is, however rare, I doubt they are always entirely the fault of the driver concerned.

Of course, cyclists are "also entitled to use the road": they are also required to observe the Highway Code while doing so.

You do not see motorists driving through High Town, taking short-cuts through pedestrian precincts, cutting across pavements, or going against the traffic-flow in one-way streets, however convenient it might be for them to do so.
