PEOPLE all over Hereford love to moan about the need for a bypass.
I say no; what we do need is proper cycling routes and paths like the Dutch have.
This will not only reduce congestion but also tackle the other issue: pollution.

Unlike drivers, cyclists do not kill pedestrians or the environment.
If Hereford had proper ways to get around the city, there would be not only fewer cars on the road but fewer injuries and deaths from ignorant drivers not looking out for cyclists, who are also entitled to use the road.
Maybe, we can also use this to show the rest of the UK how to reduce pollution and congestion.
To those who say that "we cannot afford to build cycle paths" or "there is no need", just look at HS2.
