A developer has lost an appeal against Herefordshire Council's refusal of planning permission for five homes on the Secret Garden site, off The Homend.
R Harper Estate had sought planning permission to demolish the old glass-house at the former garden centre and build five dwellings as a car-free scheme.
Following the council's refusal in July last year, an appeal was lodged in November but has now been dismissed by a Government inspector.
The council's concerns included whether the car-free aspect of the scheme could be enforced, and that the proposed development was in the Conservation Area, close to buildings of architectural or historic importance.
