Plans to build a country house within the historic walled garden at Hope End could be approved by Herefordshire Council next week.
The council's northern area planning sub-committee will meet to discuss the application on Wednesday.
Planning officer Edward Thomas is recommending approval, despite objections from English Heritage and Malvern Hills AONB Planning Group, which is worried the new house would "mar the natural beauty of the area".
The CPRE has also objected, stating: "We can see no justification for building a domestic property on this site."
Hope End was the childhood home of Elizabeth Barrett Browning and the garden would have been familiar to the poet.
Mr Thomas said: "The proposal represents a more appropriate response to the walled garden than an existing planning permission for the extension of a gardener's cottage on the site."
