Dead badgers are being left on the roadside because of foot and mouth.
Members of the Marches Badger Group have not been allowed to pick up and move dead badgers and a number of bodies now lie by the roadside in the Bishop's Castle area.
"Because of foot and mouth we have to leave the dead badgers where they are," said a spokesman.
"The council is also unable to collect the animals and dispose of them as they generally do."
