The timber value of the Dymock Oak, felled controversially this spring because of disease, was only between £50 and £100.
Jenny Thick, Dymock Parish Council clerk said of the oak's condition: "The majority of the canopy was effectively dead."
Also, a study by arborculturist revealed that half the tissue at the base was dead.
The felling of the oak, which was over 100 years old, led to protests from the community and demands for a replacement.
Mrs Thick said: "The parish council will discuss the situation with regard to the siting of a replacement tree when they have had suggestions from Gloucestershire County Council. The Divisional Surveyor is liaising with the area traffic manager. Parishioners will be invited to an open meeting when the options are discussed."
