The chairman of the Ledbury Independent Trad-ers Association, Len Huff, has written to 19 traders whose advertising boards have not been positioned according to Herefordshire Council guidelines.
Mr Huff has also written to Clive Hall, the council's assistant divisional surveyor, to draw attention to other problems with signs and call for action.
"The crude paper and cardboard signs that are tied with string around many of Ledbury's lampposts and signposts are unsightly, probably illegal and should not be allowed," Mr Huff said.
He added that metal triangular signs indicating road works or road restrictions had also been run over and had been lying in gutters causing hazards to cars.
Mr Huff is asking the authority why these are not spotted during routine highway inspections.
