Bromyard is to lose a town centre car park from Monday when building work starts on housing in Pump Street.
Tan Yard car park, which has been used by shoppers and visitors for over four years, will close so that work on 11 new houses can start.
The site has been awaiting development for over a year after Herefordshire Council granted planning permission for housing development.
Although the town is served by car parks on Tenbury Road, Kirkham Gardens and behind The Hop Pole, the development was opposed by residents and councillors concerned about driving business away from the town and the effect on the town centre.
Councillor Brian Johnston said: "This is going to be a disaster for Bromyard. It will be chaos in the town centre.
"We are sending a letter to Herefordshire Council asking for more parking and for them to drop the charges.
"Bromyard needs this. We aren't asking for it we are demanding it."
