MADAM, There must be a responsible approach to taking any horse however mild mannered into a class A or B road. Where I live in the Kingsland area of North Herefordshire there are a lot of riders in and around our lanes which carry quite a lot of traffic. Many riders are excellent, others are not fit to be on the road, sometimes riding three or four abreast on narrow lanes with blind corners.
A system of testing for both horses and riders should be a legal requirement as it is for the motorist (Driving test, MOT, identification and insurance.)
