Forest of Dean District Council is to set its Council Tax precept on Thursday and the recommendation is for a rise of 4.5 per cent.
The figure was put forward following an executive meeting yesterday (Thursday).
Council spokesman Tony Wisdom said this would raise the demand for an average Band D property by £6.07, from £134.71 in 2002/2003 to £140.78.
Gloucestershire Constabulary, which is to set its Council Tax demand on Monday, is looking towards a much greater rise, which could be over 50 per cent.
In 2002/3, a Band D council taxpayer was asked to contribute £93.60 a year to police.
This could rise to £143.48, more than the likely demand from the district council.
Gloucestershire's Chief Constable, Dr Tim Brain, defended the proposed rise.
He said: "The challenges of dealing with increasing gun and drug related crime, the terrorist threat, robberies and new legislation are some of the toughest we have encountered.
"Unless we ask Council Tax-payers for more money, there is no way we can meet these new challenges and maintain the quality of neighbourhood area policing."
