Ledbury's long-awaited second toilet block was opened quietly on Wednesday, without ceremony.
Plans to put new toilets at the entrance to Bye Street car park have been on the cards since spring 2001, after the old Bye Street block was demolished to make way for the Community Hospital.
Herefordshire Council and hospital owners Shaw Homes (HA) Ltd agreed to find around £70,000 for a replacement block.
Several bodies, including the Ledbury Town Council, the Ledbury Access Group and Ledbury Tourism Association campaigned against the location of the new block, following concerns that delivery vehicles could clip the building.
This week, following much discussion and some re-designing, the toilets opened.
The chairman of the Ledbury Tourist Association, Andy Ward, welcomed the news, while expressing concern that the toilets may be too small for coach parties.
Herefordshire councillor Don Rule said a grand opening wasn't considered appropriate in the run up to council elections.
