Herefordshire Council plans to set aside £120,000 for the refurbishment of the Church Lane toilets in Ledbury, but work may not begin until 2009.
The likely five-year delay was revealed by Herefordshire councillor Barry Ashton at last week's town council meeting at the Market House.
He told members that money for the work would be identified in next year's budget, but that the start date was being given "low priority" by the county council.
He said: "Some toilets in other towns are worse than this. It's a case of working through the system."
