Parking in Bromyard is to be looked at by Herefordshire Council.
The town council has been asked to fill in a questionnaire by the end of June, to help the unitary authority assess parking provision in the county.
Coun Keith Grumbley, of Herefordshire Council's environment scrutiny committee, attended the town council's Monday meeting to discuss the issue. He said parking was an essential part of a market town's substance, trade and commerce.
Coun Brian Johnson said more free spaces were needed to encourage people into the town. Coun Gill Churchill said time limits should be imposed on free car parks to stop workers parking there.
