A new car park on the slopes of the Malvern Hills has been given the go-ahead by Conservators.
The car park, near the Kettle Sings cafe, will be for use by customers and the general public.
The 60-seater cafe only has parking for six cars.
An Act of Parliament prohibits the sale of the land to the cafe, or the building of a car park for exclusively commercial purposes. It says car parks must be for "recreation and enjoyment" of the hills.
The Conservators' board met last week and voted in favour of the compromise proposal by 17 votes to three, with three abstentions.
The Conservators have enlisted a designer to come up with something in keeping with the area. The cafe still needs planning permission from Herefordshire Council before the car park can be built.
