A new planning application has been submitted by the Hope Family Centre for land behind Top Garage, Bromyard.
It was expected that a multi-sensory room, training room and consultation room on the site would be finished by now.
However, the project ran into problems with the contractor and another planning application has had to be submitted.
Centre manager Sheenagh Davis said: "The new application is for the same building, on the same site, but we shall be moving it across slightly, so the site won't be split."
The hitch has allowed staff to find enough money to purchase the land, instead of leasing it from Top Garage, as previously planned. A grant came from the Church Urban Fund and the Market Towns Initiative, along with money from the sale of mobile buildings on the site.
"In some ways it's strange because the project is better now in spite of the problems we've had," said Mrs Davis.
Staff have been holding playgroup and after-school classes in a classroom at St Peter's School, since selling the mobile buildings they had used since opening two years ago.
Mrs Davis said she hoped work on the new building would start as soon as possible.
"The centre's very well used and supported," she said."
