I implore readers to object to the planning application for a drive-through Starbucks Café on the Victoria House site in Eign Street by the deadline of Monday 22 June 2026.
Good summaries of the proposal are the online article entitled ‘Drive-thru Starbucks plan for Hereford unveiled’ and ‘Drive-through coffee plan’ in the Hereford Times dated 21 May 2026. The articles include: ‘The current applicant, local property firm Arkwright Owens, bought it from the NHS 11 years ago, though it has suffered four separate arson attacks since.”
Victoria House is a Conservation Area, in a primarily residential area adjacent to Lord Scudamore school.

Whilst the site unquestionably needs development, there are enough coffee shops in Hereford but a chronic need for housing. An exemplar is neighbouring Victoria Court in which the former Victoria Eye Hospital was converted into apartments and low-density housing built in the site.
The Starbucks in High Town and Caffè Nero in Eign Gate have closed. The café is unlikely to be sustainable but would reduce trade in coffee shops and other businesses in central Hereford. It will increase traffic congestion, air pollution, risk of accidents especially to children, noise, anti-social behaviour, litter, vermin, and light pollution but decrease active travel.
The application inter alia claims Starbucks will employ 31 full-time staff (no part-timers).
Hereford City Council will formally object to the planning application.
