The outline planning application was made to Herefordshire Council for the new dwelling in the garden of a property called Dunnotar.
The site is in the Whitchurch and Ganarew neighbourhood development plan area and a supporting document said the home would be for the open market.
It also said the plans had been thought out carefully to deliver a high-quality design which is informed by its context and reinforces "local distinctiveness" while providing benefits to the wider area.
The house would be just south of Dunnotar house, which in the past has had planning permission for alterations, with the new development taking reference from them.
The design for the property said there are lots of different types of properties in the area.

The scheme is of a low density, with parking provided via the existing off-street parking area originally belonging to Dunnotar.
A new parking area for the existing property, Dunnotar, has previously been approved.
The developer said the small increase in traffic could be accommodated on the local highway network.
The dwelling will have a ground-floor toilet that is designed to be accessible to both a wheelchair user and ambulant disabled person.
