AS usual, consultation from Herefordshire Council leaves a lot to be desired.
They sent out an email on January 17, 2024, with an invitation to contribute to the County Plan Consultation 2024-2028, but the consultation has a deadline date for completion of January 10, 2024.

Herefordshire Council never publish the results of any of these surveys anyway, so one always gets the feeling that they have made up their minds anyway and their surveys are just whitewashing.
