He must know that, since the cutting of the UK's Development Aid, treaties like this are one of the few ways that developing countries can get access to UK money, in this case nearly 300 million pounds. Plus up to 500 people who will provide skills the country needs and improve its productivity.

Of course Rwanda is a safe country. With a history of imprisoning or killing political dissenters, it is a very safe country. At least if you are President Kagame.
