The court heard the 35-year-old had been caught using a handheld mobile phone while behind the wheel of a Range Rover Sport on the M50 motorway at Ross-on-Wye on November 24, 2021.
Williams, who is of Great Burnet Close, Cardiff, was fined £660 for the offence and received six penalty points. He was also ordered to pay prosecution costs of £90 and a £66 victim surcharge.
Magistrates said no totting disqualification was made as a roads ban would cause hardship to Williams by loss of employment, hardship to his family by loss of earnings and accommodation, and hardship to other family members as he would not be able to drive them to supermarkets and appointments.
