Turned away from Leominster tip

On two recent occasions I have made an appointment to use the Leominster refuse centre, and on both occasions, I was the only member of the public there.

As I was passing the centre today and had garden cuttings to dispose of, I called in to the site on chance.

Nobody at the gate, only two cars unloading, but ...I was turned away, in no uncertain terms because I had no appointment.

Can anybody understand the logic of this?
