HEREFORDSHIRE council has criticised the government in failing to meet the needs of the county.
The government has announced the grants which local authorities will receive over the next three years.
But Leader of the Council, Cllr Roger Phillips, said the council faces a shortfall in providing services for its older people.
Sir Simon Milton, chairman of the Local Government Association, said the government announcement represented the worst settlement for a decade.
