Congratulations to Hereford Council in declaring a climate emergency. This means that all policies need to be aligned to this declaration. So all work on preparations for the so called by-pass must be stopped, and the transport package for the town implemented, together with the design brief, possibly modified, which includes cycle ways and pedestrianised areas. Such actions will reduce the production of CO2 which would be caused by the by pass, and also reduce the car use in the town, and will show that the Council is taking its responsibilities seriously.
