Only three members of the public, one the mayor's wife, attended Newent's Annual Assembly on Monday night.

Mayor Fred Passant, who said he was disappointed by the worst turn-out he can remember, is calling for a major re-think of an event he says should be of great interest to most residents.

"This week's assembly was a waste of time, effort and money," he said. "We are obliged to hold one of these meetings every year, but certainly in terms of attendance, it is the worst one I can recall.

"Maybe, if we gave away free wine, we would attract more people."

The event at Newent Library was advertised in local free publications and on public notice boards around the town.

Despite the poor turnout, Coun Passant presented a report including the activities of the Newent Initiative, tourism and commerce, housing developments and council finances.

Across the border, Ledbury's annual town meeting attracts many more people. Coun Passant is now considering following its example and getting local organisations more involved.

He said: "We used to get local organisations, such as clubs, to present an annual report on themselves, but that was dropped eight or nine years ago.

"Maybe this idea should be revived."
