Herefordshire Council will continue legal action against travellers who set up camp in breach of foot and mouth restrictions.
The camp had moved from Riverside Park Walk by Wednesday, but the travellers spent a fortnight there without eviction or arrests.
Council spokesman Andy Tector said legal action would continue, as the site was out of bounds due to foot and mouth restrictions.
If the travellers can be traced, they could each face fines of up to £5,000.
Ledbury councillor Barry Ashton said: "We didn't have the powers to stop the problem."
The council can prosecute under legislation but it has no powers of arrest.
Coun Ashton said: "The citizens of Ledbury have been highly responsible over foot and mouth, and really it is very frustrating to see that we are so unable to respond as we should be able to."
