The speed limit on the A417 road past Ashperton Primary School could be cut from 40mph to 30mph.
This follows talks between parish councillor Ian Newberry and Herefordshire Council's lead engineer Rob Wood.
A 20,000-vehicle study last autumn showed the majority of cars past the school were breaking the 40mph limit.
Coun Newberry said: "Herefordshire Council has accepted that the results of the survey qualify us for a speed reduction."
Mr Wood is to present a report to the parish council by February 13.
