Kington'S Wesleyan Chapel is still top choice as the town's new library.
Herefordshire Council cabinet hasn't changed the principle of its decision - but members made some concessions to concerns raised by the authority's social and economic scrutiny committee.
Two weeks ago The Hereford Times reported the £1.1 library project in limbo with the committee accusing cabinet of moving too fast when choosing the chapel, off High Street, for conversion.
Cabinet stood by its choice after meeting on April 10.
Members did, however, agree to add 'further scrutiny' of the scheme and 'early consideration with as wide a section of the community as possible' to the wording of last month's initial recommendation.
l We have been asked to point that the alternatives to opting for the Wesleyan Chapel referred to demolishing Herefordshire Council's Kington area office not the current town library site.
