The petition to stop a lift and modern staircase being added to Ledbury's Market House has now been closed, with 7,180 signatures on the book.
Organisers Barry Jenkins and Doris Mitton are planning to bind them in a book and present it to Ledbury Town Council at 7.30pm on June 12.
Mr Jenkins said: "If they won't listen to 7,180, they won't listen to 20,000."
Moves to adapt the Market House for disabled access have come about because of new laws which come into force in October 2004.
By that date, reasonable efforts must have been made to convert all buildings used for public gatherings, and Ledbury's Market House is used for both council meetings and weddings.
