A Possible rise in parking fees for Ledbury and other market towns were discussed by Herefordshire councillors at a think-tank seminar on Wednesday.
Coun Mike Wilson, cabinet member for highways and transportation, said that all the proposals were "not yet set in stone" and details of any changes would only be made public once they were confirmed.
He said: "The review is in line with the authority's parking strategy and aims to treat motorists fairly, whichever of the county's towns they are parking in.
"The review has taken into account issues, such as the effects of annual inflation, replacement of obsolete car parking equipment and the level of free parking available to the public in each town.
"I shall confirm the details of any changes and they will be made available to the public."
