TWO new railway stations serving Rotherwas and Withington are included in the provisional local transport plan.
The seminar heard that any future Withington station could be linked to a park and ride base.
Both stations have been part of transport thinking in the county for some time.
But Herefordshire Council transportation manager Richard Ball said that the overall state of the rail industry meant the stations might not happen over the short to medium term.
Councillor Sebastian Bowen suggested the transport team look into the possibility of a "park and rail" site at Woofferton junction on the Herefordshire-Shropshire border.
