A REGISTERED sex offender who was previously caught performing a sexual act on himself in front of children in Hereford has been caught loitering around teenagers in the city centre.
David Power, 35, who was placed on the sex offenders register for five years in June 2021 after being convicted of exposure and sexual activity, is subject to a sexual harm prevention order banning him from unsupervised contact with children under 16.
But on August 6, he was caught loitering around and interacting with a group of four teenagers aged between 14 and 15 in Hereford’s Cathedral Green. He was said to be drunk and disorderly at the time.

Power, of Pulley Avenue, Eaton Bishop, appeared at Kidderminster Magistrates’ Court on August 8 where he was sentenced to a six-month prison sentence suspended for 18 months.
Power pleaded guilty to one count of breaching a sexual harm prevention order and one count of being drunk and disorderly in a public place.
He also admitted causing criminal damage of an unknown value to a police vehicle. For this offence, he was ordered to pay £150 in compensation and £85 in prosecution costs.
