A HEREFORDSHIRE man has been fined by magistrates after changing his plea to admit committing an offence.
Shane Winston Smith entered a guilty plea to one count of obstructing or resisting a constable in the execution of their duties when he appeared before magistrates in Cheltenham in June.
He had previously entered a not guilty plea to the charge at an earlier hearing.

The court heard from the prosecutor that the 48-year-old had wilfully obstructed a police officer who was acting in the execution of his duty in an incident in Chepstow, Gwent, on September 21.
Smith, of Pixley, Ledbury, was fined £90 for the offence, with magistrates saying his guilty plea had been taken into account when deciding on the penalty.
He was also ordered to pay prosecution costs of £135 and a £36 victim surcharge, which is used to help fund services supporting victims of crime.
