The court heard from the prosecutor that the 69-year-old is accused of driving a Volkswagen on the A4172 at Ledbury without a licence authorising him to drive a vehicle of that class on November 9 last year.
He is also accused of failing to comply with the indication given by solid white line road markings on the A4172 on the same date.
The case was adjourned and Chapman, of Preston Cross, Ledbury, will appear before magistrates at Hereford's Bath Street Justice Centre on May 4 for trial.
