The court heard from prosecutor Melanie Winterflood that the 46-year-old had used threatening, abusive, or insulting words or behaviour, causing another person harassment, alarm, or distress in Hereford on April 5.
He had also failed without reasonable cause to surrender to custody at Hereford Magistrates Court on October 5, having been released on bail in criminal proceedings on September 9, the court heard.
Kemeys, of Westfaling Street, Hereford, was handed a 12-month community order with 200 hours of unpaid work and ordered to pay compensation of £150.
He must also pay prosecution costs of £100.
