The court heard the 28-year-old had been caught behind the wheel of a Volkswagen Scirocco while over the drug-drive limit in Ridgeway Road, Sutton St Nicholas, on March 28.
An evidential blood test revealed he had 6.7 microgrammes of cannabis metabolite delta-9-tetrahydrocannabinol per litre of blood. The legal limit is two.
Parkes, of Talbot Court, Brierley Hill, was disqualified from driving for 12 months and fined £357. He must also pay a £36 victim surcharge.
