IT was Abraham Lincoln who said that ‘Mercy bears richer fruits than strict justice’.
After more than 30 years of parking in Hereford, I have received my first parking ticket from the nameless bureaucrats at CSPM (Corporate Services Parking Management).
I had a ticket for a city centre car park, all paid for, but it blew to the floor of my car when
I struggled in the winds that heralded Storm Barra a couple of weeks ago.

So, despite my appeal and a photo of the £2 ticket, I now have a fine of £50.
It’s the letter of the law; I had failed to display a ticket.
It’s a pity that we have to share a city with such a merciless and avaricious organisation.
