FOUR new flats could be created above a card shop in Hereford, if plans are approved by Herefordshire Council.
The three floors above Clintons in High Town could be turned into four flats, with the area rarely used by the tenants.
In the plans submitted on behalf of applicant Mr E Lamb from Instrumel Ltd, it says the needs of retailers have changed.
"Demand for shopfloor space is far higher than stockroom and ancillary space and retailers are increasingly reluctant to take on responsibility for upper floors when negotiating lease agreements," plans say.
"There is an increasing trend for upper floors of high street and city centre properties to remain vacant and un-occupied."
Plans added it can be concerning in the case of historic and listed buildings, such as 27 High Town, because they risk falling into disrepair.
Works will include new stud partition walls, changes to existing rear access and reinstating a window.
