NOTICE OF PROPOSAL
Herefordshire Council hereby gives notice that in exercise of its statutory enabling powers it is proposing to make THE COUNTY OF HEREFORDSHIRE DISTRICT COUNCIL (HEREFORD CITY CENTRE) ORDER 2016, the effect of which will be:
1. To introduce pay & display parking (8am - 6pm Monday to Saturday, maximum stay 2 hour, no return within 2 hours) in place of the existing general use limited waiting parking places in: Aubrey Street, Bridge Street, Broad Street, Gaol Street, Harrison Street, King Street, St. John Street and St. Owen's Street. The proposed charges are 50p for stays of up to 30 minutes, £1 for stays of up to 1 hour and £2.50 for stays of up to 2 hours. Note a 36p convenience charge applies for payments by phone.

To introduce pay & display parking (8am - 6pm Monday to Saturday, maximum stay 2 hour, no return within 2 hours) in place of the existing general use limited waiting parking places in: Aubrey Street, Bridge Street, Broad Street, Gaol Street, Harrison Street, King Street, St. John Street and St. Owen's Street. The proposed charges are 50p for stays of up to 30 minutes, £1 for stays of up to 1 hour and £2.50 for stays of up to 2 hours. Note a 36p convenience charge applies for payments by phone.
2. To allow all vehicles to use the loading bays in the following roads: Bewell Street, Broad Street, Gaol Street, St. Peter's Square, Union Street and West Street and to standardise the maximum stay period to 30 minutes and the no return period to 2 hours (loading in some bays is currently restricted to goods vehicles and/or bullion vehicles).

To allow all vehicles to use the loading bays in the following roads: Bewell Street, Broad Street, Gaol Street, St. Peter's Square, Union Street and West Street and to standardise the maximum stay period to 30 minutes and the no return period to 2 hours (loading in some bays is currently restricted to goods vehicles and/or bullion vehicles).
3. To redefine the coach parking bays in Broad Street, St. Owen's Street and West Street as bus parking bays in accordance with Department for Transport terminology.

4. To introduce no waiting at any time restrictions in Gaol Street, both sides, from 4.5m east of eastern kerbline of Union Street eastwards for 5.5m (in place of the existing no waiting 8am - 6.30pm Monday to Saturday).

5. To introduce a no waiting 8am - 8pm restriction in Berrington Street, east side, from 21 m south of West Street southwards for 18m (in place of the existing no waiting at any time restrictions).

6. To reinstate the no waiting 8am - 6.30pm Monday to Saturday on the paved section of carriageway in Castle Street, South Side, outside the Castle House Hotel.

7. To introduce permit holder only (8am - 6.30pm Monday to Saturday) restrictions in the following parking places: Castle Street, north side, from 4m east of the eastern kerbline of Ferrers Street eastwards for 90m and south side, from 82m east of Quay Street eastwards for 52m.

10. To introduce a 2 hour no return period for the combined bus parking and loading bay in Broad Street, west side, immediately south of West Street.

12. To amend the disabled parking bay in Gaol Street by providing two 6.6m long bays in place of the existing three substandard length bays. This amendment will result in an overall reduction in length of 1.8m, which will be added to the adjacent bay (currently limited waiting).

To consolidate the existing waiting and loading restrictions for the following roads into a single Traffic Order: Aubrey Street, Berrington Street, Bridge Street, Broad Street, Castle Hill, Cantilupe Street, Church Street, Delinquents Passage, East Street, Ferrers Street, Gaol Street, Gwynne Street, Harrison Street, King Street, Little Berrington Street, Offa Street, Palace Yard, Quay Street, St John Street, St Nicholas Street, St Peter's Square, St Ethelbert Street, St Owen Street (from St. Peter's Square to Bath Street), Union Street,

To consolidate the existing waiting and loading restrictions for the following roads into a single Traffic Order: Aubrey Street, Berrington Street, Bridge Street, Broad Street, Castle Hill, Cantilupe Street, Church Street, Delinquents Passage, East Street, Ferrers Street, Gaol Street, Gwynne Street, Harrison Street, King Street, Little Berrington Street, Offa Street, Palace Yard, Quay Street, St John Street, St Nicholas Street, St Peter's Square, St Ethelbert Street, St Owen Street (from St. Peter's Square to Bath Street), Union Street,
Wall Street and West Street.
16. To amend the Traffic Order to include the following restrictions as they are marked on-street:
