The Bulls won a corner on 87 minutes but Clucas’ cross was easily cleared.
Hereford started to get some control in midfield after the arrival of O’Keefe and Pell had a long-distance effort charged down.
Twenty minutes into the half, Bulls fans got their first look at new signing Josh O'Keefe who came on to replace the ineffectual Ashley Sammons.
A poor start to the second period showed little in the way of attacking intent from either side.
Hereford’s first effort of the half came on 56 minutes when Clucas lifted a 25-yard free-kick high over.
For a long spell, Hereford were unable even to get hold of the ball as Green dominated possession,
But, as the game moved into first-half stoppage time, Clucas found some space and powered in a shot which was beaten away by Russell.
A lively raid by Marley Watkins down the right caused some problems for the Green defence with a fortunate ricochet off Ed Asafu-Adjaye going back to keeper Russell.
The visitors took the lead on 31 minutes.
James Collins delivered a neat cross into the near post for Yan Klukowski to head home – a free header.
Forest Green gained their first corner after 30 minutes after a foray forward by Jamie Turley.
The flag-kick went to the far post where Stokes headed wide.
After a bad-tempered interlude, Hereford resumed the attack and Clucas drilled a shot wide from 25 yards.
The visitors were on level terms after 16 minutes.
Wright was fouled by Luke Graham 30 yards out and stepped up to curl a perfect free-kick into the corner of the net.
Bowman was cautioned shortly afterwards for a challenge on Chris Stokes.
Green looked to hit back but shots from, first, Vieira, saved by Bittner, and Ben Wright, sliced wide, caused no problems.
Hereford moved back on to the attack and, after a flurry of throw-ins, forced the first corner on six minutes.
Sam Clucas’ flag-kick went to the back post where Stam smashed home his first goal for the Bulls.
But the Bulls were lucky at the other end inside the first minute when Green skipper Eddie Oshodi was left unmarked to meet Yan Klukowski’s free-kick and drew a fine diving save from James
Moments later, another cross from Klukowski flashed across the goalmouth with Magno Vieira only inches from making contact.
Hereford made a lively start and Ryan Bowman fired in a shot after 12 seconds which was pushed out at the second attempt by keeper Sam Russell.
HEREFORD boss Martin Foyle was able to recall Chris Carruthers to the left-back position after the former Bristol Rovers man recovered from a heel injury.
Carruthers took the place of the suspended Byron Anthony in the only change from the side which beat Cambridge last Saturday.
