Council leader speaks on school closure programme

Herefordshire Council leader Roger Phillips has told this afternoon's meeting of the children's services scruting committee that he and his cabinet member for children's services Jenny Hyde were given "broad headlines" about the draft schools closure programme ahead of briefings to teachers and governors.

Councillor Phillips said he and councillor Hyde did not subsequently see the documents outlining the proposals in full.

"These were professional papers awaiting evidence," said councillor Phillips.

"Policy has always been that officers should draft proposals without political inteference."

Councillor Terry James, leader of the opposition, told the committee that both the council and the public had been hoodwinked over the way news of the now suspended closure programme was broken.

"We were first told that the cabinet member and leader did not know anything about (the scale of the programme)," he said.

First Phillips says he's knows nothing, then he says he did know. He can't make up mind in his terrified efforts to say "it weren't me mate, I wasn't there!". Presumably if senior officers were making proposals to knock down the main bridge in Hereford and force all traffic over the old one Phillips would know nothing about this either. He would only oppose such a policy when everyone in the county kicked up a fuss.

The inability of the Tories to control even their own Council officers is causing severe distress to lots of people and is damaging the county. They don't seem to understand the difference between policy (which Councillors should lead but don't) and administration (which is up to officers). It wouldn't happen in Shrops, Worcs or Glos, only Hereford!

The Tories should stop hiding behind their officers and admit responsibility: this is the first step in regaining the trust of teachers, parents and all of us.
