AN application for what objectors said was for a "party house" has been approved.

Councillors on Herefordshire Council's Planning Committee approved an application for Rosemore Grange in Whitbourne for a change of use from residential to holiday let.

Noel Knight, who was objecting to the application on behalf of Whitbourne Parish Council, said that the grange had been a "party house" since September 2012 and he said that most lets are for weekend use, and not weekly lets.

The coach house on the site, which sleeps six, already has approval for use as a holiday let. But the grange can sleep 20 more.

Mr Knight said there was once raucous noise from the outside area which can go on as late as 4am.

Dr Naomi Brookes, who lives close to the grange, said there has been nights she could not sleep due to the level of noise coming from the site.

The applicant's agent, James Spreckley, said there had been only one complaint about noise since 2014. He said there are conditions attached to staying at the grange which includes no late night music.

Cllr Alan Seldon said: "Rosemore Grange has been the thorn in the side of every ward member for that particular area for the last six years and I think that it has the potential to remain so."

But Cllr Terry James said they can only take the application at face value and there was no reason why they should refuse it.

Permission was granted for 12 months from July 12. The Coach House and Rosemore Grange are not allowed to be sold or leased separately from each other.

There should also be no amplified or other music played outside the premises and no fireworks let let off from any part of the property.
